A: Not built-in, but there are many, many add-on apps that can.
Here are just a few example apps for counting user-input activity — number of keystrokes and mouse clicks, distance of mouse travel, etc.:

Whatpulse: WhatPulse
Mouseotron: Mouse and keyboard usage counter
(A note of caution: Any app you run to count keystrokes will (obviously) be able to see and potentially record everything you type. Make sure you download only from reputable sources, and that you have excellent antivirus/anti-malware running!)
