Easily! Use Microsoft’s free Media Creation Tool to create a 100% legit, fully-functional setup DVD or flash drive.

Here’s how:

Using any other PC with internet access, go to this page:
https://www.microsoft.com/en-us/software-download/windows10

Find the Create Windows 10 installation media heading on the page, and then click the Download tool now button. The Media Creation Tool will download.

Run the Media Creation Tool when the download completes; follow its instructions to select the Windows type you want (e.g. 32 or 64 bits); and whether you want to create a setup DVD or flash drive.

The Media Creation Tool will then download the required files and burn them to the DVD or flash drive you’ve selected.

You can then use the DVD or flash drive to install Win10 on the Win7 PC with no further internet connection needed.

Note: Your new Win10 setup will have all major functions intact and working. However, it will likely be unactivated, because Windows won’t be able to go online to check the licensing. Normally, an unactivated Windows will download only critical updates; optional updates and some services, downloads, and apps from Microsoft (that normally are included with activated Windows) may be blocked. However, as your unconnected PC can’t download these things or connect to the license server anyway, this is mostly moot!

You will, however, see some nag screens at various places in the OS.

But in the end, you’ll have a working copy of Win10 on your internet-less PC.
