Sure, within reason. Merely being outdoors or in motion won’t hurt a desktop PC. But impact, moisture, or temperature might.
If the PC is properly and fully shut down before moving; and is protected/padded from sharp jolts, bumps, bangs, and such; and is kept dry and at human-comfortable temperatures; it should be safe to transport under normal circumstances.
But give some thought to abnormal circumstances: What happens to both you and the PC if, say, you’re in a traffic accident and the PC gets violently tossed around the car interior? Or, what happens if your car is stolen or towed with the PC inside? Or, what happens if you unexpectedly encounter severe weather and water enters the car? Etc.
You do make good, frequent backups, right? 🙂

Some desktops have heatsinks and fans that are huge and heavy; and once installed, the machine should be moved as little as possible, unless an additional support is temporarily installed for transport. And you shouldn’t operate the machine with that support installed.
But if you have one of those machines, you’d know, since they are typically high end gaming machines, or you would have installed that heatsink and fan yourself, either in a home built system or to replace the smaller stock one it came with.
