There actually are multiple ways to run Android on Windows, including the official emulator that’s part of Google’s free Android Studio. It’s excellent — Google is the de facto authority on all things Android — but it’s aimed at developers, and so might not be quite what you’re looking for.
Other offerings come closer to simple plug-and-play Android. Options include Android-x86; BlueStacks; Android in a Box (“Anbox”), and many others.
Win10 itself is starting to dip its figurative toes into the water. Its free Your Phone app currently offers some limited interoperability beytween Win10 and Android; undoubtedly, more is on the way.
But for a fuller Android experience on Windows, any of the previously-mentioned links should get you going!
