Sure! It usually only takes a few clicks.

That “TV tuner” app is usually leftover bit of a previous Win7 or 8 setup that was running the old Media Center add-on. Win10 doesn’t have (or need) a separate Media Center; those old software components do little now except cause upgrade problems.

(Geeky aside: That “digital TV tuner” app is a kind of living fossil from a much earlier tech era — it first appeared almost 20 years ago in XP and WinME! The idea, in those pre-streaming-media days, was to connect your PC directly to an antenna or an unscrambled cable source, and tune in to watch local live TV broadcasts. I don’t think many people ever did that, and I doubt many are doing it now!)

In any case, you almost surely don’t need a digital TV tuner app running on your PC.

Here’s the fix: Open Control Panel\Programs\Programs and Features. In the left pane, select Turn Windows features on or off.  Scroll down the list to Media Features; and click the plus sign next to Media Features.

Click the plus sign next to Media Features.

You’ll then see listed all the media features currently in your copy of Windows.

Click to uncheck any that you don’t need — such as the old Media Center — and then click OK. Follow any on-screen instructions. (Some changes require a reboot to take effect.)

With the old Media Center components removed, your PC will no longer spend time and resources trying to set up hardware you don’t have or need.
