New PC is “super slow”

• “Fred: I am running a fairly new windows 10 machine. The machine is super slow. I can hear the hard drive running almost continuously.
  
  “Nothing I have tried finds the problem. Nothing out of the ordinary seems to be going on when I check with Task Manager. Any ideas?”
